Clemens Kashuupulwa was born on November 14, 1948 at Ohilulu-Okatana in the Oshana Region.
He has served as Governor of Oshana Region since 2010.
He holds a Master’s degree in Business Administration, with a major in corporate governance, and holds a Diploma in Political Science from Cosmos High School, Moscow. He is a holder of a three-year Diploma in Politics and Administration in Social Studies and Management from the United Nations Institute for Namibia (UNIN) in Lusaka, Zambia, as well as a two-year Diploma in Mass Communication from the Polytechnic of Zimbabwe, in Harare, where he majored in broadcasting. He was pursuing a PhD at the University of Namibia on poverty reduction in Namibia, which had to be halted due to office workload.
He is a former Oshana regional reporter for the Namibia Press Agency and a former teacher at Emono and Okatana School Oshana Region, as well as a former senior clerk at Affenrukken, Oranjemund. He was formerly a chief clerk at North Hostel, Oranjemund. He also served as a former People’s Liberation Army of Namibia (Plan) combatant for the North East Front. He also served as regional political commissar for the North East Front and as member of the Plan Military Council. He is a former administrator at Swapo Party’s Health and Education Centre at Jamba and Nkulumbashe in Angola and co-founder of Omungulugombashe Marxist Youth Centre. As a student, he was stationed at the Organisation of African Unity (OAU) in Addis Ababa, Ethiopia.
