While councillors for the 14 new constituencies are to be sworn in this month, their offices are still not ready.
Government had since 2013 to sort out the new offices, when the new constituencies were proclaimed.
In August 2013, as per the recommendations of the Fourth Delimitation Commission as published in the Government Gazette, the number of regions were increased from 13 to 14, while 14 new constituencies were created. Most of the regions will be conducting swearing-in ceremonies for the 121 elected councillors on Friday. But with regions still scrambling to complete the construction of new constituency offices, most of the councillors elected to serve in the new constituencies will have to resort to renting office space.
The new constituencies are Opuwo Rural (Kunene Region), Ondangwa Urban (Oshana Region), Oshikunde (Ohangwena Region),
Nehale IyaMpingana (Oshikoto Region), Ndonga Linena (Kavango East Region), Judea Lyaboloma (Zambezi Region), Kabbe (Zambezi Region), Aranos (Hardap Region), Daweb (Hardap Region), Karasburg West (//Karas Region), while the new constituencies in Kavango West Region are Nkurenkuru, Tondoro, Mankumpi and Ncamagoro.
Most of the regional governors New Era spoke to earlier this week confirmed that offices for the 14 additional constituencies were not yet ready for occupation.
Kavango West Governor Sirkka Ausiku said the construction of the four new constituency offices was still to be completed.
“They [offices] are not yet complete … maybe by February next year. However the new councillors will have to find temporary places within their constituencies to rent,” she said.
Kavango East Governor Dr Samuel Mbambo also indicated that construction of the constituency office at Ndonga Linena was not yet done.
Mbambo said the construction work should be completed by February next year. Although //Karas Governor Lucia Basson could not give information on the constituency office in Karasburg West, New Era learnt that the office is still under construction.
Oshikoto Governor Henock Kankoshi confirmed that the new office at Nehale Lyampingana is also still under construction.
“The contractor is already on site and arrangements have been made for the incoming councillor to be accommodated in nearby government offices,” said Kankoshi. Zambezi Governor Lawrence Sampofu said the office for Linyanti was not ready.
Although Linyanti is one of the old constituencies, Sampofu said the old office will house the newly-proclaimed Judea Lyaboloma Constituency’s leadership. Kunene Governor Angelika Muharukua said there was no office space for the founding councillor of Opuwo Rural and that no construction work was underway. Hardap Governor Esme Isaack said constituency offices at Aranos and Daweb would only be completed in February.
“The regional council will have to make arrangements to accommodate the two councillors,” said Isaack.
The Oshana Regional Council’s public relations officer Hambeleleni Nyemwatya said that the office for the new constituency Ondangwa Urban was almost complete and would be handed over during the course of this month.
Efforts to get hold of Ohangwena Governor Usko Nghaamwa to establish whether the office at the newly-proclaimed Oshikunde Constituency was ready proved futile. His mobile phone was off around midday yesterday.
