To afford readers and voters more insight into the policy positions of the various political parties taking part in the National Assembly and Presidential elections, New Era approached political parties to expound on their policies on different issues. We continue today with the Rally for Democracy and Progress (RDP) and the Namibia Democratic Movement for Change (NDMC)'s positions on water provision, these being the parties that have so far been able to give their positions on these issues.
RDP With the process of global warming untamed and growing, there are two possibilities for countries with average low rainfall such as ours. Either there shall be an improvement in the moisture per annum or the grim opposite. Planning is therefore critical to ensure survival. The RDP-led government will start with the known and make the best of it. There have been floods in recent years but the Swapo government has allowed the rainwater to run out of control, causing damage and even death in its way. With minimum capital investment some of the flood water could have been stored for later use by the population and livestock. We keep on pleading for flood donations rather than for projects to prevent floods in this dry land of ours. The problem we face is the fact that we have a visionless leadership, period! NDMC Water is a basic commodity that needs to be regulated properly. It is disturbing that water has been privatized through the creation of NamWater. Water should be owned by the State that should provide water to its citizens at an affordable price. The State cannot delegate its primary responsibility to a parastatal. This is like abandoning the responsibility one assumes with any electoral victory to form a government. Many households cannot afford the current high tariffs of bulk of water and the State should intervene to make water accessible to all citizens of the country without prejudice on their status in society.
