WINDHOEK - The National Ozone Unit is conducting a survey of all sectors that use hydrochlorofluorocarbons (HCFC).
HCFC are a group of manmade compounds containing hydrogen, chlorine, fluorine and carbon, whose production started in 1980 when the world agreed to phase out chlorofluorocarbons (CFC), which are destructive to the ozone layer. HCFC, just like CFC, are used in refrigeration, aerosol propellants foam manufacture and air conditioning. Although their risk to the ozone layer is smaller, HCFC are also potent greenhouse gases. HCFC are being used as an interim replacement for CFC due to its low ozone depleting potential. Ozone Officer at the National Ozone Unit in the Ministry of Trade and Industry, Saara Hamunyela, last week said even though it was known that the HCFC are used in the servicing sector, no data is presently available on quantities of HCFC being imported into the country as importers for HCFC do not require a licence to import yet. Parties to the Montreal Protocol in 2007 adopted Decision XIX/6, which calls for the accelerated phasing out of HCFCs by 2030 to protect the ozone layer. The survey forms part of Namibia's HCFC management plan, which will see the country phase out HCFC by 2030. The plan includes undertaking a comprehensive survey of all sectors and sub-sectors that use HCFC, and ensuring that more accurate data is available on HCFC imports. This will also require Namibia to amend the current ozone depleting substances regulations with respect to the earlier phase out of HCFC and also to develop a detailed HCFC management plan. The National Ozone Office and GTZ Proklima International have contracted private consultants to carry out the survey in the 13 regions of the country, which started last month and will end this month. The survey will provide Namibia a detailed picture of what types of HCFC are used and the sub-sector within the refrigeration and air conditioning sector that use these HCFC. The 55th meeting of the executive committee of the Multilateral Fund for the Implementation of the Montreal Protocol held in Thailand, approved US$30Â 000 was for Namibia for the preparation of the HCFC Phase-out Management Plan (HPMP) to be implemented by GTZ-Proklima International. The preparation stage of the HCFC management plan will lay the basis for projecting the possible growth patterns for HCFC use in the country and likely consumption levels for the estimation of the baseline for HCFC. In a bid to intensify information exchange, the National Ozone Unit in June hosted a national workshop for refrigeration and air-conditioning industry to discuss the current status of HCFC in Namibia, alternative replacements of HCFC, and further action to be taken regarding the phase-out strategy set out by Decision XIX/6. Namibia signed the Vienna Convention and Montreal Protocol in 1993 and launched its country programme in 1995. The ozone office was created in 1996 to coordinate and implement various activities such as training and public awareness. Back to Top |
