WINDHOEK - The Katima Mulilo Town Council has submitted to the Surveyor-General a proposed plan laying out the road network, power points and potential drainage systems for four informal settlements whose status will be upgraded to that of formal townships.
The settlements set for upgrading in a scheme that will cost N$40 million, a portion of which is donor-funded, are Mahohoma with 1 200 residents, Cowboy with 1 500 residents, Chotto with 4 000 and Butterfly with 600, according to the town mayor, John Likando. A revolving fund is in place for the multi-million-dollar project that will also be bankrolled by the Ministry of Regional and Local Government, Housing and Rural Development, he explained. A campaign to sensitise residents of the four townships informing them of the need to buy residential plots so that they could build better and proper houses has been completed. Likando also briefed the last council meeting held for this year about these developments. He noted that council has embarked on resurfacing road networks as well as grading existing roads. Other successes that Likando reports are the provision of waste bins, the completion of the open market, the revamp of water reticulation, National Housing Enterprise housing development, fast-track of the waterfront development project, approval of strategic policies including the business plan, the twining and revival of agreements with several towns and cities in the country and overseas. Despite the success, Likando stated that the council faces major challenges. He cited inconsistent reports from management leading to referrals as well as uncoordinated and at times no technocratic advice on pertinent issues, leading to "mistrust and lack of commitment on the side of councillors, staff and residents as well as non-enforcement of the Local Authorities Act and policies in place," Likando stated. Other serious shortcomings according to Likando are poor communication, lack of resources and project monitoring, non-payment of municipal services by residents, backlog in the lands department as well as NamWater interventions, which have reduced council's source of income. Likando also pointed at personal challenges facing him, which he says are aimed at compromising his personal image and character as a mayor as well as that of the council. "This campaign is led by some identified union officials, unpatriotic Swapo Party members as well as council staff vested with higher responsibilities and also known as architects of disunity within our community," Likando charged. The Anti-Corruption Commission in October arrested Likando over allegations that he misappropriated N$66 000 from monthly rentals collected from tenants on behalf of the Offshore Development Company (ODC). Likando was granted bail of N$8 000 until his next court appearance. Back to Top |
